Semblanza Coordinador General CIEES

He is an expert in continuous improvement models and accreditation of higher education programs and institutions, in national and corporate certified human capital training models, and others related to the management of intangible organizational assets.

He is currently General Coordinator of the Interinstitutional Committees for the Evaluation of Higher Education (CIEES), and president of the Competency Management Committees for Higher Education and the International Project Management Association — affiliated with CONOCER.

Previous key activities include:

  • He served as General Coordinator of the National Program for Training and Certification by Labor Competencies of the SEP — World Bank.
  • He has held executive positions in various private sector organizations in financial engineering.
  • He has collaborated with international organizations including the OECD (Qualifications Frameworks study), OEI (Vocational Training Program director), OAS (Hemispheric Coordinator for Competency Program), and ISO (Technical Secretary of IWA 2, precursor to ISO 21000).
  • He holds a degree in Industrial Engineering from the National University of Engineering in Lima, Peru, a Master's in Administrative Sciences from IPN Mexico, and is a doctoral candidate in Administration at the Universidad Autónoma de Coahuila.
  • He completed programs at the World Bank Economic Institute, IDB, and the Anáhuac University in Strategic Planning.

Interinstitutional Committees

Their function is to determine whether accreditation is warranted for educational programs and higher education institutions. They are organized by specialty area and composed of academics and administrators from higher education institutions across all states of the country.
