Background, structure and functioning of CIEES
CIEES is an organization established in 1991 to promote the improvement of higher education programs and institutions; created through an agreement between the Ministry of Public Education (SEP) and the National Association of Universities and Higher Education Institutions (ANUIES).
Scope of CIEES evaluation
The scope of CIEES evaluation includes the functions of public and private HEIs, academic units and educational programs at all levels in accordance with Article 11 of the LGES: Technical University or Associate Professional, Bachelor's, Specialty, Master's and Doctorate. Programs may be evaluated in face-to-face, online, hybrid and dual modalities.
Principles governing evaluation
The CIEES model upholds this principle above any particular or personal interest, in order to guarantee actions free from conflicts of interest. Policies and procedures for the integration and decision-making of each collegiate body are carried out in accordance with the criteria defined in internal regulations.
Alignment with LGES, MGSEAES, SEAES and PNEAES
The transformation of higher education is a complex phenomenon involving significant changes in structures, values, norms, relationships and institutional practices. The LGES, PNEAES and MGSEAES guide this transformation through criteria such as: social responsibility, equity, inclusion, excellence, social innovation and interculturality.
CIEES Evaluation
CIEES services include evaluation and accreditation of higher education programs and HEI substantive functions, known as institutional evaluation, as well as those established in Article 5 of the Bylaws. All services operate at the request of HEIs.
Results, validity periods and objection procedures
At the end of the complete evaluation cycle, the Evaluation Report is generated. This report is the most important product of the evaluation, containing findings in terms of assessments, strengths and weaknesses or areas of opportunity, as well as improvement recommendations.
Specific evaluation frameworks
The specific frameworks have a structure that facilitates the understanding and interpretation of the educational program and its performance through the breakdown of program characteristics: the axes of analysis and categories; and the assessment of evaluated aspects, indicators and standards.
